Fusion in Persona 5 Royal follows familiar rules from Persona 3 and 4, but with some additional nuances:
There are rare personas (Treasure Demons) that, when fused with a normal persona X, result in another persona one or two ranks above or below X's current level.
Contrary to the official guide, fusing a persona of the Judgement arcana with personas of Justice/Strength/Chariot/Death arcana is not possible in the game.
